Jim Glickman, MAI, Chief Real Property Appraiser of the Residential Division with the Office of the Assessor in Sacramento County

The Chief Real Property Appraiser of the Residential Division with the Office of the Assessor in Sacramento County, CA . His appraisal career began in 1977 with Les Glickman, Inc. in St. Louis, MO. In 1983, he relocated to Sacramento, CA to work for HomeFed Bank, FSB as a Senior Review Appraiser. He joined Clark-Wolcott Company, Inc. in 1991 and remained with the firm until late 2010.  He earned the MAI designation from the Appraisal Institute in 1992, and served as the President for the Sacramento-Sierra Chapter in 2000.  In late 2010 he joined the Assessor’s Office.  He is a frequent speaker & instructor for local meetings and seminars, and is an Adjunct Professor at American River College where he teaches Real Estate Appraisal. 

Garrett Norman, Senior Planner with the City of Sacramento

Senior Planner with the City of Sacramento who helped write the City’s ADU ordinance and has been a lead on creating the City’s new ADU Resource Center. Garrett’s involvement on ADU related work focuses on streamlining the permitting process by further relaxing the City’s zoning standards to help make it easier to build more ADUs in addition to increasing public information related to ADUs. Garrett’s focus for the new ADU Resource Center was to include a comprehensive step-by-step process to help homeowners understand how to get started and complete construction of their ADU with helpful tips to consider along-the-way.

Ellen Martin, Director of Business Development and Stakeholder Relations, California Housing Finance Agency (CALHFA)

Joined the California Housing Finance Agency in 2021 as the Director of Business Development and Stakeholder Relations.  She is responsible for leading the implementation of new programs and initiatives in collaboration with the Agency’s Single Family and Multifamily divisions. Ellen also works with other housing related entities and stakeholders to establish strategic partnerships and relationships that advance the Agency’s mission. Prior to her tenure at CalHFA, Ellen was a Principal with Economic & Planning, Systems, Inc. a full-service urban economics consulting firm experienced in all financial aspects of the land use planning and real estate development process.

Linda Barrera, Director of Product at Symbium

Linda Barrera is enthusiastic about the built environment and has a passion for championing innovation on behalf of others. As an Director of Product at Symbium, Linda leads the development of web applications and technology tools that help simplify government processes, making regulatory procedures accessible to the public. Linda’s professional background is in the field of residential and commercial development. She joined Symbium with experience as a city planner for local government agencies, as a project manager for a general contractor, and served as a planning commissioner
